This is not news. It's a small excerpt from a speech tour that General Wesley Clark gave around 2007-8 with the release of his book,
A Time to Lead: For Duty, Honor and Country. In it, he drops the phrase "foreign policy coup" in a way that at first seemed too free and easy, suggesting conspiracy theories and priming my BS alarm. But as I remembered who this man is, and as he drops names and dates-back to 1991-and recounts exchanges with folks like Paul Wolfowitz and Donald Rumsfeld, it starts to sound more like a reasonable phrase. It starts to become a wonder that things didn't become much worse than just one unnecessary war.
I'll admit that this tab was open in my browser for nearly a week before I decided I had eight minutes for it. Silly me. That book is cheap these days, and I just may grab a copy.
