I have a black faux silk with embroidered scrolls mini top hat for sale. This one is 4" high instead of my usual 3", so it's more dramatic. I made my last several mini top hats with these dimensions and am thrilled.
Black hat pin in back. Holds onto the head by a hair comb. Elastic can be added as well for $2.00 additional (sorry, supplies aren't free and I don't get bulk discounts).
