I think I fixed my image source issues!
I suspect that nobody saw this one coming. But I identify with Sigint! I'm a very useful background character sort of person. Strictly speaking Sigint's not all that useful since everything's in the manual, but he provides interesting info and flavor text. And outside of actual gameplay aspects, he's damn good at his job and takes pride in his bizarre little projects. The Raikov mask, for instance! He poured hours of work into that thing and despite it having limited potential after the mission intended for it was scrapped, kept it around against Major Tom's wishes because it was still a fine example of work. Then he stuck it in Snake's backpack on the off chance it could come in handy. He's got similar personality quirks, but he's way higher up than me on the awesome scale.
I also agree with his philosophies on information and the digital world, although I hear he takes it a tad too far in the sequels. But this is MGS3-era Sigint we're talking about, who is pretty much the normal guy of the bunch. His normality thing isn't as much of a gimmick as it could be, since he's chosen to adapt to his new working environment of straight-faced lunacy. He copes! Admittedly I'm not the Normal One type of person, but I read Sigint as having his subtle quirks off-duty, but choosing not to shove crazy in everyone's face like his co-workers. I do kind of identify with Para-Medic's crazy enthusiast qualities (i.e. anime anime anime) but I could never be so open about it. Sigint just kind of quietly fits in and adapts, and I respect that.
