Well that is a reasonable concern. However, if we can find and hit a critical weakness in Ravemon's infrastructure, even if he wanted to, he could not strike back at full power as he would like. Technically everything in war is a gamble, and we can only try to minimize the odds of failure.

There is nothing to say Ravemon will escalate to open warfare. There is also nothing to say he won't. It is all dependent on how ready he feels his own forces are, and his estimation of our own. Now at first he may think we're not going to be able to put up a proper defense. However, giving his infrastructure a quick boot to the ball may force him to reevaluate his position, or he could throw his then crippled force at us.

If we wait, there is a good chance of forming a coalition to fight, provided Ravemon isn't ready to strike already. If we strike against his resources though, he may hold back. Even if he doesn't though, we will be fighting a weaker force that we might be able to fend off while gathering support.

We may also have a weapon to use against Ravemon's bases that he might not have accounted for.

... what weapon would that be?

You know what is nice about space? When you attack from it, your target is hard pressed to defend itself, let alone retaliate.

Last I knew, baring the use of space craft, there are extremely few digimon who can leave the planet at will, and only two tamers I know of who can. One is Alyssa, and the other is Miria. I guess calling this a weapon is a little inaccurate, it's more of an ability. Still, it something that Ravemon most likely hasn't taken into consideration.

If your support technicians don't mind doing so, Miria could be fitted with a long-ranged weapon and perform surgical strikes on Ravemon's bases around the Digital World.

That has its merits, but it's also risky. Ravemon is an ultimate, and more than likely, has excellent capability in the atmosphere and beyond. What's more, digital "space" is somewhat of an unknown to us.

It's worth considering, but it will likely be subject to a lot of scrutiny.

Well, lets say some how bird-butt manages to find Miria in the sky quickly, and approaches her undetected, both very unlikely, he would have to deal with one final problem: Miria's jumper wormhole drive.

Once Miria is far enough away from the planet, she can use her built in jumper wormhole drive to jump to just about anywhere. If Ravemon decided to come after her himself, she'd just jump to the other side of the digital world.

[In the background] You know, that's all great Fanbeemon. Can I talk to the commanders now?!

When I'm done.

You're done now!

Huh? HEY!

[Miria wrestles the D-comm out of Fanbeemon's claws an ends up throwing the digimon across the room.]

Sorry about Fanbeemon talking your ear off Commander Suguru. Fanbeemon just got to my D-comm before I did. I think I qualify as one of the people Commander Takamachi wanted to report to her.
