You do not need to be IN Tetha at the moment. Nor does ANY DATS agent. Royal Base and Neon City HQ both have some level of defenses...
In Tetha, you're practically a prisoner of war waiting to happen.

In the meantime, I could try to train or get someone to tear me aerial combat who doesn't mind a crash course. I know you have a lot to deal with, ma'am.
No one really should be in Tetha. If you can get them somewhere safely, then it should be done. But as I was telling Sasami, any mass evacuation is going to warrant unwanted attention upon yourselves, too.
And yes, we certainly COULD, but everyone is going to have to play to their greatest strengths.
However, I do have a new friend who recently arrived here who's station in Tetha and acquiring treatment. Where should I move him so that he and the doctor can continue their treatment?
And I'm okay with air combat, but certainly not experienced in it.
