note: this is not the exact coloring i used but it's very very close.

1. choose your base. prepare it (crop it, sharpen, smooth, etc)

2. Create a fill layer, fill it with a light blue. i used #A1C1BE. set it to soft light 100% this will make the icon brighter.

3. Now our base looks too washed out. to fix that duplicate your base, drag it to the top and set it to color 100%

4. Next we are going to liven up those colors with a selective coloring layer.
enter these settings,
REDS: -41 0 +100 +60
YELLOWS: +28 +8 +55 0
WHITES: +12 -20 -20 -20
NEUTRALS: 0 0 0 +15

5. Create a fill layer, fill it with a brownish color. i used  #210505. set it to exclusion 100%. this will balance out the SC layer.

6. Now we'll add another selective coloring layer to make the reds and yellows pop out.
with these settings,
REDS: -39 +13 +66 +63
YELLOWS: 0 +4 +35 0
WHITES: -45 +30 -30 +22
NEUTRALS: 0 0 0 -18

7. One more selective coloring layer to make those reds and yellows more vibrant.
with these settings,
REDS: -25 +11 +78 -8
YELLOWS: +100 +22 +5 -26
WHITES: +32 +55 +35 -22
NEUTRALS: +2 +2 +2 +2

8. still not bright enough. to fix that we'll add a hue/saturation layer
master saturation: +15

9. to balance her skin tone so it's not too pink/red we'll now add a color balance layer
midtones: +6 +4 +10
shadows: +6 +6 +6
highlights: -7 +4 +7

make sure preserve luminosity is checked.

10. I added this texture:
by xswaniconsx
and set it to screen 80%

and you're done!
remember to play around with the settings. these might not work with every picture.
tweak it to your own liking or desired results.

questions? ask.
