One benefit of his time as a Time Agent is that Jack has trained himself to dress in static clothing: that is, clothes generic enough to blend into most any era.

So he's looking quite fine in a fitted t-shirt and jeans, enjoying his ice cream soda with perhaps a little too much enthusiasm.
