Speech enables self-control. Thoughts are wild and don't always reflect true opinion.
Example #1: When you see a woman wearing a short skirt and think about sex, that does not mean that you are at all unhappy with your spouse or girlfriend. It doesn't mean that you really intend to have sex with that person or would even want to, but you think about it.
Example #2: When a co-worker makes a mistake that messes things up. You have a few angry thoughts. You know that it was just a mistake and often that the person is fixing it or doing their best to fix it. Nonetheless, you have unintended thoughts of anger.
I contend that telepathy would actually create more confusion in the world. People's true intentions and opinions are what really matter...these are not always well reflected in their thoughts. You may find out that a colleague secretly hates you, but more often, you would think people hate you when they really just got frustrated for a second.
I think the difference between thought and speech gives us civility and better potential for open-ness about intentions and opinions.
