The Fidelius Charm is an immensely complicated spell used to protect a location. If the Fidelius Charm is performed, then the only people who would ever be able to see, locate, or enter that place are its' owners, and its Secret Keeper...and anyone the Secret Keeper chooses to tell.
That is why it's of the utmost importance to choose a reliable Secret Keeper: if you choose poorly, then anyone would be able to enter the location and attack it or its residents.
Alright, I think that I understand all of that. What does it have to do with Lily, James, or Sirius, though? And why would Peter blow up an entire street of people and frame Sirius for it?
