Fill layer with #96cadc and set to Softlight 100%.

Fill layer with #2c1202 and set to Exclusion 100%.

Duplicate layer, drag to the top and set to Softlight or Overlay 100%.

Your image will most likely still be a bit bright; so duplicate your base once more, drag to the top and set to Multiply 30-40%.
