Needlenose likes to fit in, and he can change himself to suit the situation, He does, however, seem to have some inherent bloodlust and desire for power. As a Mayhem, Needlenose gets to indulge that bloodlust, he has power over judging life and death, and he has releative autonomy, comapred to most Decepticons. Needlenose likes who he is as a Mayhem. Spinister supported him as a Mayhem and kept Needlenose from getting killed. Presumably, Spinister was also friendly enough that Needlenose could consider Spinister a friend. So Spinister is the one who made Needlenose who he is now, and Needlenose likes who he is when he's with Spinister.

Spinister being so clueless might be a bit of a turn on to Needlenose, even as it is frustrating. I see Needlenose as someone who doesn't have to work very hard to get laid. Spinister is something of a challenge, and there's the thrill of the hunt there.

Also, as a Mayhem, it's rather hard to find someone Needlenose can actually trust. There will be people who want to buy him off or want his protection. Spinister neither wants nor needs those things.

Finally, while Spinister is probably a little ugly by Transformer standards (weirdly clashing colours, not aerodynamic, spindly, no obvious display of power, has squishie guns), he's probably better looking than the Pretenders.

That's the why of Needlenose's love - the when is probably shortly after the Wolf Arc. They got through the botched mission from the Pit, the high is just starting to wear off... and those clashing colours really don't look that bad anymore.
