Okay, I beat flemeth. I used a somewhat cheapskate tactic, but it's not too bad. You'll need two good bows and rogues, a really good fire-absorbing tank, a lot of lyrium, and a lot of patience. Here's how I did it:
Flemeth remains static; she can't move other than to face a different direction in her little plateau thing. That means that she can't melee attack any ranged fighters, and can only do damage with fireball. The only problem is that she has pull, and will tractorbeam ranged fighters up close.
However, if you stand near a ledge radially to flemeth on the southwest corner of the plateau, pull can't grab you past the ledge. Here's a screenshot for reference:
You'll have to stagger ranged fighters so that if the dragon decides to nuke, the area of damage will only hit one ranged fighter. Fireball is still a pretty formidable attack for rogues and mages, so you'll most likely still want a tank up front absorbing the bulk of the damage.
For this I chose sten. I gave him the juggernaut armor as well as various other assorted crap to give him a lot of fire resistance:
~Creationist's chord: 10% fire resistance ~Apprentice Amulet: 5% fire resistance ~Yusaris the dragonslayer: 20% fire resistance (found during the quest: Watchguard of the Reacing in the circle tower) and +10 attack vs dragons ~Juggernaut armor: 10% fire resistance other generic crap
For a total of 45% fire resistance.
The only problem now is "grab." It's that attack that absolutely rapes even a really strong tank at full health. You'll have to have a healer constantly casting regen and heal on the tank, keeping his health above 3/4 and revive if he does fall. I ended up using revive twice in my battle. When flemeth uses grab, in order to keep sten alive I had to use regen, then heal, then group heal for him to come out with maybe 1/8 health left. Be watchful.

Oh, and another thing, your characters will be far away enough from each other that you'll have to use the hold position command so that they actually stay where they're supposed to, which means that every time they get pushed away/stunned/knock down, you'll have to manually tell them to attack again. Make sure every character is attacking or healing at all times.
