Jailing union leaders. Is this the 19th century?

The Taylor law, which says no public employee can go on strike, was put in place not to protect citizens, rather it was a way for the government to justify busting strikes. We need to protect the workers, not punish them for asking for decent benefits. The idea of jailing union leaders scares me quite a bit.
