Youtube actually now has a Screening Room that shows high quality indy movies, but I think length is still an issue. Some people on there sell versions of their work as well, but that isn't handled by Youtube.

For free distribution on a budget, BitTorrent is probably the way to go. I know that there's Miro (previously known as DemocracyTV) which bundles a bittorrent client, channel system, and video player, but I don't know of anything else similar.

For low cost sales, I know that Love and War sells their animated short opera using Klicktrack so contacting either of them might be able to at least get more information about how that works.

I'd also check Amazon Unbox where they do online distribution. They have an indy movie section and a free movie section, so that might be a good bet. I don't know how to get on there, but if there isn't already a physical DVD with UPC, then Amazon's on demand publishing group can probably do it. They can also help sell physical DVDs right on Amazon for people who don't have another way of making a physical DVD.
