President Bush, who has made fighting terrorism the central theme of his campaign, expressed doubts in a TV interview about winning the struggle.
The remark, at odds with Bush's previous statements, created political sparks Monday.
In the interview, taped Saturday and shown Monday by NBC's Today, Bush was asked if the United States could win the war on terror.
"I don't think you can win it," Bush told co-host Matt Lauer. "But I think you can create conditions so that those who use terror as a tool are less acceptable in parts of the world."
The statement was aired during the start of the Republican convention in New York, where Bush's role in fighting terrorism is being highlighted.
Bush has said numerous times that the United States must and will defeat terrorists.
But Democratic candidate John Kerry's campaign seized on the comment, saying it demonstrated the president's commitment to waging war against terrorism was weaker than he had led voters to believe.
"After months of listening to the Republicans base their campaign on the singular ability to win the war on terror, the president is now saying we can't win the war on terror,"' said Kerry's running mate, U.S. Sen. John Edwards. "This is no time to declare defeat. It won't be easy and it won't be quick, but we have a comprehensive plan to make America safer."
Bush aides sought to tamp down the impact of his remarks as the president campaigned in the critical states of New Hampshire and Michigan on Monday.
The president meant that the war on terrorism would not be won in the same manner as previous conventional conflicts, White House spokesman Scott McClellan said.
"I don't think you can expect that there will ever be a formal surrender or a treaty signed, like we have in wars past," said McClellan. "It requires a generational commitment to win this war on terrorism."
Bush, in a news conference in April, said, "One ofthe interesting things people ask me, now that we're asking questions, is, 'Can you ever win the war on terror?' Of course you can. It's essential we win this battle in the war on terror." Bush declared on July 19, "I have a clear vision and strategy to win the war on terror."
Political and military analysts expressed surprise that Bush, who has derided his opponents for talking about the nuances of foreign policy, would offer such an equivocal response.
Former Army Col. William Taylor, who teaches at Georgetown University and works at the Center for Strategic and International Studies, said of Bush's remark: ''It is going to cause some confusion in a lot of quarters. Everything he has said since Sept. 11 has been that we are in this war to win, and 'bring them on.'"
the best president to lead us in the war on terror? The same president who exclaimed "Bring it on" is already throwing in the towel. I'm glad that you essentialize muslims, I guess it makes you a better republican. I'm glad that you justify the innocent lives lost by non-militant muslims because you need to know that everything is dead so you don't have to worry at night. I am glad that you support the war machine.
This is what pisses me off: The fact that you are so unwilling to question georgy's decisions has turned into blind patriotism. I can't have a debate with you because, today for instance, they evolve into experience wars wheres its all, "you don't know what its like!" These are uneducational and useless. Its needless to say that neither of us knows what its like to have our houses blown up by american tanks, so I don't think that there is any justification in you supporting the contrary.
The moral of this dissertation is, kat-e-dearest, the truest of all patriots scrutinizes there leaders.
(oh, and btw, that article means that you lose all ground on your "flip-flopper" and "bush is best on terror" arguments)
