Boy, that Bush feller sure gets stuff done! Who could have predicted that in five years his rampant cronyism, partisanship, and tolerance for corruption could destroy FEMA and cripple the CIA?
Seriously. Who could have possibly predicted such a bizarre outcome? Maybe if it was the EPA and the NEA, at least there would be some ideological sense to it. But FEMA and the CIA?
