Not-So-Final Draft List )
I've done some chatting with Pi, Trap, and Masa for what some of the strategists would be setting up. (There will be a lucetilocked post later today discussing this ICly, but we can smooth out details here.)
Albert plans for four groups with objectives:
Shifters hunting group
Strategist: Shikamaru
Approx. max volunteers: 10
Objective: Hunt out and eliminate Shifters who have planted themselves near farmland/livestock to remove the protective Shifts on them.
Details: Our own little specialized assassination group. This is a fast-moving, well-coordinated team with the specific task of proactively engaging multiple Shifters. Multiple Shifters have the ability to combine neutralization Shifts, so this team needs to be entirely ready fight Shifters and regular soldiers without both supernatural powers and technological devices.
Clearing group
Strategist: Caesar
Approx. max volunteers: 15
Objective: Take hold of and establish means to protect livestock/farmland areas from repeated slaughter and removal of protective Shifts.
Details: This group works with the aforementioned Shifters hunting group to keep livestock/farmland areas that have been cleared free from Shifters. They have the task of setting up multiple defenses in each area (physical/technological/supernatural) that will deter Shifters from working on removing protective Shifts on the livestock and farmlands.
Main defensive group
Strategist: Sokka
Approx. max volunteers: 15-20 (not including any help noncombatants can offer)
Objective: Maintain a base of operations in the Distribution Center for the noncombatants to take shelter in.
Details: A group that needs to be ready to stand its ground, since their task involves protecting the noncombatants before they take the Distribution Center. Once in position, they will establish a perimeter around the Distribution Center and provide any long-range support that they can.
Main offensive group
Strategist: Albert
Approx. max volunteers: 15-20
Objective: Fight. Maim. Kill. :|
Details: Okay, there will be more involved than what the objective says, but this is the group for those heavy hitters and huge mecha/fighting types who are ready for fighting larger concentrations of Elites.
Approximate volunteer distribution is based on the "non-participation" of noncombatants and the "variable" fighters (Yuber, Nu, Vanitas, and Vash). One of those do not belong. Hmmm. :|a
These are guidelines! All the groups will have chances to interact at various points, and things can be as flexible as people can be creative. Let me know if there are any questions. I know Pi may have specifics for what Shikamaru's group will do, so I may not be able to give definite answers there. >>

Frey can lead, but he'd rely heavily on strategist input because he's no strategist at all, just logical with leadership in war experience.
