My apologies. I thought that would be the natural assumption. [Oh, he's pretty used to Buffy by now. It's a comfortable rapport.]

The ocean's appearance seems to coincide with draftees' return from the underwater facility -- unless there are reports I am not aware of that mention the ocean appearing beforehand. We do not know what exactly transpired, though.

I do not know. It's difficult to gauge without having been debriefed on the situation; we completed our other objectives -- assisting civilians, disabling the Shifting machinery. The Organization could have taken measures to keep the Third Party from accessing their teleporters and research, resulting in a flood.

Depending on the information desired, there may not need to be much prompting. A simple question aimed at the CEO, an answer received, and then reporting the answer to the populace. That is how I gather some of my information.
