It isn't normal, no. But we've seen a gradual change in the amount of experiments done within the last half year or so; last year, we were subjected to many more experiments.

I believe there have been other things going on that have changed their priorities. As you may have heard, there was a battle only a few months ago, and the Third Party had been putting pressure on the barrier for an unknown amount of time before that. The Organization may have been focusing on the perceived threat and slowed down on the experiments they usually ran.
