You make it sound so easy! He's obviously aware of the damage his Rune can cause, however, and it's not like he's looking to cause trouble, so our concern would be the Rune acting on its own. Though, I have to wonder how likely that would even be considering the Runes' powers are dampened here anyway.

Was there an issue regarding Runes here before?

I had lost control over True Earth a few times upon initial arrival here. It was mostly True Earth reacting to its new environment, though.
