Okay, after some brainstorming with some of the other players, I'd like to make a suggestion for long term plot development in Luceti with the potential for player-oriented character development.
Starting in late February or March, the Malnosso will begin restocking the grocery less often. Food will still be available, but in lesser quantities and in less variety. This would give the characters the prompt that things are changing and that they need to prepare. This would lead to characters making preparations for farming an providing their own food source. Over time (as crops can be harvested), eventually the grocery would stop providing any food save for some very basic, very limited supplies (so people don't starve altogether). The store might keep supplying some meat as well (unless we somehow get non-talking livestock).
Ultimately this would be a gradual change for Luceti, allowing characters to be forced to start providing for their selves, clear room for farms, construct barns to store crops, and so forth. This would provide characters with plenty of opportunity for IC interactions as they coordinate efforts to cultivate what little land they have, as well as providing 'jobs' for many of the residents. There are plenty of additional secondary effects that could result as well, making it all so very interesting.
This may be a result of inner turmoil within the Malnosso organization. With their high turnover rate and unseen events happening outside the barrier, the Malnosso may be running on reduced resources and find their self unable to support their ever-growing colony, resulting in reduced supplies being provided.
And that's about it. This could ultimately be a long-term thing, a permanent thing, or something that only lasts a few months.
