The form was just some things to ask for their names, home world and other basic information. It was mostly formality. If this person already knew about ShinRa they probably already came from Hollow Bastion. "Rufus Shinra is the popular candidate to become leader of Hollow Bastion after the war," the solider added, mostly making conversation about a topic they both knew a bit about. Plus, maybe the red-head would like to know a bit about the politics of his home, if Hollow Bastion was indeed where he came from.
