Stupidity
It seems that when politicians and corporate powers do guiltily throw money at public education, the funding winds up in administrators' and high tech support peoples' pockets. And these are the people who, combined with incompetent cronies who should have retired a long time ago, make it difficult to get much done in a common classroom.
