Kaguya would insist on it, of course. So I suppose she would control the tour. Mind you, there's much of Gensokyo she has yet to see herself, for that matter.

Between what Reisen-san and Sensei have told me... Gensokyo sounds a bit like the world from which I came from... at least the Human Kingdom.
