That's Officer Credo. He's a meanie, and he might attack you if you let him out. You should leave him in there until he's calmed down and learned his lesson.

As if he should ever think Cecil would be cooperative. But he doesn't know what they saying so... well, maybe, juuuuust maybe he's telling her the truth. He'll be patient and see what happens then, all the while watching Cecil.]

But normally he's so mild-tempered... If he's angry, he needs time to calm down first.
[And he switches over to English for Credo and nods calmly.] She said she lost the keys. You might have to stay overnight.

Why were these traps even here to begin with? I know this place was no longer being used, since the force was disbanded, but doing all of this- [He motions to the mess outside of the cell.] Is unnecessary.

[Cecil just reaches over and places his hand on Satoko's shoulder. A somewhat half-comforting gesture, maybe? For a moment, he turns back to Credo.
And in English:] I'm going to help her look for the keys, and then I'll return.
[Then, back to Satoko, in their wonderful moonspeak:] He thinks you belong in that cell instead of him. I can let him out tomorrow when he's calmer, let's get you home, okay?
