Where I's from, there's some as think the Dogs - the police - should just leave the Lower City be, since we've so much trouble from there. That we should just sorta let the folks livin' there handle their own safety 'n security and such since they's gonna be lawbreakers and such no matter what.
They think law 'n order 'n safety only belong t' those as can secure it themselves, either personally or 'cause they can hire guards 'n the like.
'n there be even some in the Lower City as think like that, 'cause they think the Dogs 'n the Crown ain't doing nothing but being busybodies, pokin' their noses in where they ain't wanted, takin' away folk's freedoms 'n such.

But y'know what? I'm from the Lower City, 'n there's a lot of folk down their who ain't lawbreakers. Lotta folk taken advantage of by those more powerful 'cause us Dogs is stretched too thin, 'n can't be everywhere. But without us doing what we can, things'd be much worse. I've seen cities where the Dogs as lost control of areas 'n it ain't pretty. People just ain't fair to each other, 'n the stronger prey on the weaker if their ain't no one to take the stronger t'task.
People keep talkin' like Master Duroc's idea's gonna be some sorta horrible thing, but it seems t'me that this place needs something. Even if a force can't stop the really powerful, we can help clean up 'n such, right? Might not be able to stop a person from tryin' t'kill someone else, but might find the victim afore he dies and get him t'help. Or just clear the streets so no innocents get hurt when two mages decide to go at it with each other.
We're all here together. Don't see why it's such a bad thing t'try to act like a community, like people instead'a like cats, each thinking no one matters but themself.
