Should work on any other version of PSP.I don't know if it's translatable.
Step 1: Duplicate your base and set it to Screen at 91% opacity.
Step 2: Merge all.
Step 3: Go to Adjust>Color Balance>Color Balance and match your settings to mine.
Step 4: Go to Adjust>Brightness and Contrast>Clarify and put "4" for "Strength of Effect".
Step 5: Create a new Channel Mixer Layer and match your settings to mine.
Red: 92, 8, -8, 1
Green: 8, 119, -24, 1
Blue: 1, 16, 101, 1
Step 6: Create a new Art Media layer and set it to Burn at 52% opacity.
