Step #1.
Duplicate your base and set it to the screen 45%

Step #2.
Hue/Saturation
Saturation - 25

Step #3.
Color Balance.
Midtones: -60, -27, -10
Shadows: +27, +30, -3
Highlights: +9, -2, +27

Step#4.
Selective coloring.
RED
-100, +32, +61, -26
YELLOW
+100, +100, +32, -25
WHITE
+28, +5, +19, +9
NEUTRAL
+26, +24, -10, -7
BLACK
+100, +100, +100, +100

Step #5.
Fill layer
1E1E1E [
], exclusion 100%

And you're done! ;)
