I made this in Photoshop CS5 but I'm sure any version of Photoshop will work for this :)
Here is the original picture used for this tutorial.
1. crop your base, filter > sharpen > unsharpen mask
2. i did a quick auto colour & contrast
(because the original photo was way to yellow and bland)
3. new adjustment layer - levels
37, 0.60, 255
(this is for more contrast, the original picture was much too dull and light)
4. new adjustment layer - curves
input:179 output:155
input:110 output:71
(it was a bit too dark before so I did a curve layer so its brighter in colour, again this is all just adjusting the original picture and every picture is a little different so you would have to adjust it differently for each)
5. duplicate the base, desaturate and set to soft light
(this is to get rid of that yellow-y feeling and brighten up the picture a little)
6. New layer, colour fill with e73675, set to soft light (15% opacity)
(this is to add a little pink tint to the picture, so of course if your image is already very pink then this isn't needed)
7. New layer, colour fill with fff8c9, set to color burn (30% opacity)
(just defining the colours a little more here)
8. new adjustment layer - selective color (30% opacity, 30% fill opacity)
red: -82, 66, 100, -15
yellow: -100, -71, 100, 100
neutrals: -11, 18, 32, -33
black, 0, 0, 0, 100
(this layer really makes very little difference to the end result of the icon because its on a very low fill opacity. but it pretty much brings out the yellows and reds of the picture. but my picture had a yellow hue to begin with so that's why i lowered the fill opacity)
9. new adjustment layer - selective color
red: -40, 20, -47, 20
yellow: -37, -21, 26, -26
neutrals: 20, -10, -7, -21
black, 0, 0, 0, 20
(this layer darked the black, and brings out the pink tints and fades the yellows)
10. new adjustment layer - hue/saturation (note: this layer is optional)
0, -10, 6
(this is an optional layer, i didn't use this in the icon in the example but it just makes the icon look a little softer and lighter)
11. new adjustment layer - selective color
neutrals: 32, 33, -28, -11
black, 0, 0, 0, 100
(bringing out the pinks and magentas)
12. new adjustment layer - brighness/contrast
brightness: 2
contrast: 10

(this is for a softer, lighter, more pink-ish effect)
14. new adjustment layer - selective color
red: 78, 100, -24, -12
yellow: -100, -61, 15, -46
neutrals: 34, 27, 29, -21
(again, bringing out the magentas)
15. new adjustment layer - levels
20, 1.21, 238
(i wanted the icon brighter, so i added another levels layer)
16. duplicate base, desaturate, gaussain blur (at 2), set to either soft light or hard light, whichever one you like (opacity: 70%, fill: 70%)
