He sounds really scary, but that is not an attitude you will find in not just the West Indies. Maybe some people are just angry that their life isn't what they want it to be, so they came down really hard on people who appear to break rules. There are many people across cultures in the US . would advocate "eye for an eye" justice, and look around the world at some cultures where there is stoning for adultery, or scaring of females. There are some gangs, para-military groups, and underground societies who have scarier rules for breaking with their group or faith. Me I believe "eye for an eye" can mean many things. It could be literal, or it could be, "Because you have cost this person their sight, you shall be their guide/eyes", but who knows.
