In the novel "Alpha" the US Govt. has intelligence suggesting terrorists *might* hit the theme park Wilsonville. So they send in Jad Bell, skilled in giving bad guys a hard time, as the new security chief.
But oops, Jad's daughter is scheduled to go on a class trip to Wilsonville.
And the US govt. lets this happen because it might send up warning signals if they stop this.
Apparently the entirety of the US Govt. which is -behind- Jad Bell, is powerless in the face of high school permission slips.
