  --> 

1. Prep your base, duplicate it and set it to screen (I left mine on 100% but you may need to change the opacity, depending on your image). -->


2. Make a new layer and fill it with #DFF3FF and set that layer to Darken @ 100%. -->


3. Make another new layer and fill this one with #83D0E3 and set it to Saturation @ 10%. -->



4. Layer --> New Adjustment Layer --> Hue/Saturation. Set the Master saturation to 27. -->



5. Layer --> New Adjustment Layer --> Selective Color.
Reds;; -100, +2, 0, -20
Blues;; 0, +30, 0, 0
Neutrals;; +29, +10, -29, 0
And click OK. -->



6. Layer --> New Adjustment Layer --> Gradient Map. Select the black and white one. Check reverse. It should be the white first then the black. Set to Soft Light at 53% opacity and 50% fill. (Layer from 
pale_ink). -->



7. Last adjustment layer. Layer --> New Adjustment Layer --> Brightness/Contrast.
Brightness;; +2
Contrast;; +15

You can add whatever you want, and you're done! ^_^
