Gwaihir had a balance to strike. When he looked out over Middle Earth the darkness was there but it didn't take eagle eyes to see the growing Western gloom. That left the Lord of Eagles with a decision. It was a hard one. All would suffer if this mission failed but to answer the call of others diminish the power of the Eagles.

Gwaihir gazed down over the wide ranges of Rohan. The hills rolled off to the plains that marked the beginning of the lands of Gondor. Between those lands and on their boarders stood the great forests. The forests stirred in the branches as they had not in years. Radagast was entering the world once more. Gwaihir took to wings. The screech of his voice rang through the mountains. The Dwarves at the foot of the Misty Mountains paused in their work of hauling ore to the town of men. All eyes turned up to the Eagles leaving the mountains. Forty were in the count that joined their Lord in the search for evil.

The calls of the eagles brought the elves to the high platforms of their trees to watch the dark shaped fly overhead. Messengers ran beneath the shape. They were going to their Lady of Gold and the Lord of Rivendell. The Eagles were in flight. There was hope. The old ones were coming to the aid of elves and men and dwarves and those who were at peace.
