While the idea seems to be to get more work out of the soldiers while they're at home and exposing them to working with civilians you can't just shoot, a phrase like "[t]hey may be called upon to help with civil unrest and crowd control" & statements about how they will learn how to use the crowd and traffic control equipment and nonlethal weapons already being used in Iraq fail to reassure me.
