And continuing from last chapter, this chapter shows why Linkara (assuming he has the same role in this AU, which we really haven’t decided one way or the other) won’t be stealing Neutro in this universe: Neutro gets dismantled in this chapter. But even if that hadn’t happened, there’s little reason for Linkara to even know about Neutro since Wayne is not evil and wouldn’t be using Neutro the way Insano does in canon. But enough of that, back to the sibling fluff and Wayne going through even more emotional hell!

Yes, when Wayne sees that Oscar is genuinely hurt, he has no thoughts at all aside from protecting him and everything Wayne does, he does on sheer instinct since he’s far too hysterical for rational thought. I doubt Oscar could actually hear anything Wayne said considering he just got pulled back from essentially being dead, but Wayne’s lines there were basically just another frantic, automatic response and a desperate release of a whole bunch of bottled emotions. It was more for him than Oscar anyway. And like you said, Oscar will be waking up with Wayne there with him and that will be emotional enough in its own right.

True, Wayne’s not acting entirely rationally with that decision, but he’s far from being in a sound mental state. He just went through a horrible emotional trauma that resulted in him almost losing Oscar forever, and he’s in an extremely deep state of shock. Anything involving Oscar being separated from him for any length of time simply would be unthinkable.

At this point, Block and Tease are simply running for their lives and trying to make their escape.
