Is he speaking Arabic, or French? You have to be careful before they interpret your words as more incriminating towards Raphael. I am not saying that everyone is corrupt, but the right amount of money, patience, or a firm discussion will help.

He seems to chop and change pretty quickly between languages, like he's trying to confuse me, so I couldn't say exactly which dialect he's using. I don't want to jump to conclusions, but I don't think they want to be fair to him, and I worry this governor may hold a hard, unfair and biased grudge on Raphael which could get him into trouble.

*sighs* If there is one thing that is a disadvantage of living here, is that corruption and bureaucracy is at large here, and that certain ranks and strings can be pulled to one's favor..and to another one's disadvantage, especially when you do not speak the native language. It is not fair, and it saddens me that my nation has fallen prey to it.

It does seem someone is in influence, maybe the governor holds bad grudges. If so, all the worse for Raphael. It is unfortunate this can happen so easily on various scales. I just hope that dolt doesn't try anything else that will get him into more trouble.
