[Raidou might not be aware of it, but his wariness definitely earns him some of Tom's positive regard. Everyone else in Johto has been far too open with their information...not that he's complaining]

Call it curiosity, if you will. No one else I've spoken to here has the ability to communicate with the pokemon.
