Using strong elemental magic with no soul mate to hold him back should be a reason why the Minister fear Harry...if he really is this powerful he can challenge his position...willingly or not willingly.

But the first question I should ask is...what is the important of soul mate?

The soulmate is entwined with your magic, as Harry sort of tried to explain to Draco. The soulmate doesn't restrain you; it makes wand magic possible.

There is still something that Harry isn't telling Draco, though.
