She thought he was betraying them the minute she saw the way he was walking next to Harry, and while she brought along the artifact for other reasons, she thought it would be amusing if Harry killed the "traitor" when he was in wolf form.
Draco is trying to tell himself that his pack status isn't all that unexpected, but he's still a little shaky from the attack and the reason he survived it.
uhhhh i like it - all of it like a pack malfoy even accepted by the wolf and he held his ground against the wolf too- the angst was totally ok and awesome to read about, and the best part is a beasty umbridge, thats just sugar icing to the whole cake!!! and now harry can command her- i like that line a lot, it felt very powerful

And Umbridge's plan? Did she think Harry would attack or even kill Draco? Anyway, she deserves whatever happens to her now.

Of course that's the kind of words the wolf understands. The most inconvenient ones, from context. :)
Harry does not intend to keep Umbridge in his pack. He's going to exercise more magic to make sure they don't have to.
