there's a cat that hangs around here that's like that. I think she got spooked or something in the past but she wants to rub all over you while you can't touch her x_x

One of my cats is like that... and yet she learned the begging for attention trick. It's terribly funny, because she will beg for my attention (pat my arm), and then when I look at her, she gets all freaked out and moves out of reach. (her preferred way to be petted is when I just dangle my arm down off the chair and she approaches it at her own pace, and rubs her head against my hand... lol)
