Help for a grant proposal

I've been searching in vain for the type of product I'd like to purchase. Just because I can't find it doesn't mean it doesn't exist, though, so I thought I'd try asking my readership in case any of them are more familiar with this stuff than I am.
What I need is transcription software that will work from mp3 or wav files to transcribe interviews involving two different voices. That is, I'm going to conduct interviews and record them using a portable digital recorder that can use either of the file formats I just mentioned. Then I want to be able to hook those files up to some transcription software and have it give me at least a rough draft of a transcription of the interview.
I don't care if it can't tell who said what sentence. Even if it assumes that one person is doing the talking, and even if it's only 60 or 70 percent accurate, this will still save me hours and hours of transcription work on the sixty interviews I plan to conduct.
The software that was recommended to me was Dragon Naturally Speaking. I called the company today, and they said that while they can transcribe from mp3s, they can't transcribe two voices at once. I guess you have to calibrate it to your voice specifically or something.
Does anyone have a lead on some software that doesn't have this limitation?
