Shorts suits are absolutely not okay. Under any circumstances. Ever. The third gentleman looks quite stylish, though he is not attired for work, but the first two men wearing coats with shorts have no fashion sense.
Also, thanks for your utter lack of social consciousness:
“The idea of being threatened by the objectified male body has gone, the process is complete,” explained Aaron Hicklin, the editor in chief of Out magazine. “Men are the same as women now.”
Your article does break new ground, however, with the phrase "daring flash of masculine décolletage". Yikes.

PS While I have been observed rocking loafers without socks - daring though this is in the minds of some - I draw the line at wearing lace-up oxfords without socks. You fail.
