Well, if you haven't read it yet, you could try Pratchett's Monstrous Regiment, which involves rather a lot of women fighting a war and has Sam Vimes in a supporting role. Or, you know, any of the Witches of Lancre or the Death's Granddaughter series. If anyone has agency, it's Granny Weatherwax, Nanny Ogg and Susan Sto Helit.
It's not specifically women power, but, rather, poking fun at men. Have you read Dave Barry's Guide to Guys? I've howled at that one.
Mable Riley is a kids' chapter book, but it has a female heroine and has a funny tone in diary format. It's set during the early 1900s and covers Canadian Suffrage. Oh! And the Princess Diaries books are fantastic for humor and girl power (and brain candy). Have you read any of those?
Of course, you can't really go too far wrong with PTerry. :D
I remember being terribly glum after finishing Handmaid's Tale. (Moira broke me.) The Blind Assassin is worth reading someday, but definitely not if you're looking for humor and female empowerment.
It is most beautiful... just also most depressing!! :) I liked it a lot- I just need something a little more cheerful for my next book, especially after A Thousand Splendid Suns.

And I LOVE the Princess Diaries books. I finally got the tenth one because it finally came out in paperback. They are just the best. :)
