How to make
from

1) Open your base (crop, resize 100x100)

2) Make New Adj Layer - Curves with these settings:

~ RGB I:88 O:130
~ RED I:150 O:111
~ GREEN I: 135 O: 143
~ BLUE I:92 O:115

3) Make New Adj Layer - Hue/Saturation

~ Saturation +50

4) Make New Adj Layer - Selective Color

~ reds: -100 0 0 100
~ yellows: 100 -10 15 0
~ cyans: 100 0 0 0

5) Make New Layer and fill it with #b3c7d8. Change the Blend Mode to Lighten 100%

6) Flatten Image

7) Duplicate the background layer and sharpen (background copy), opacity 50%

You Done.
