Try GIMP. It's free, it runs on Windows, Mac and Linux, and my friend used it on her ancient Win 98 box so I hope that means it doesn't need anything very powerful.
Thanks for the suggestion. It's too big for this tiny CPU to handle easily, especially if I'm running another resource pig. The Paint.net suggestion seems to be working for me thus far.
If you have Internet access when you travel, there's Pixlr and Aviary. Both online, neither is terribly demanding as far as I can tell, and both are very useful.
Not free, but PMview (which is sold as image *viewing* software) can crop, resize and do some other corrections. I think some other viewer software can hsandle that sort of thing as well. I'd check Irfanview first if you are looking for free.

It's a lot lighter than GIMP... so many people seem to think only 3 programs exist. MS Paint, Photoshop and GIMP. So GIMP gets suggested every time, and it's a horrible suggestion for 98% of what people actually need.
Paint.net hits that sweet spot, a few levels past MS Paint, but still light and fast :)
