Here's a much more finished version.
SuportOffice is down, but I just left the text as if it isn't. And my definition list in part II keeps being broken, but I have no clue why. If anyone can figure it out, that'd be neat.

Slowly reading through these. Two quick corrections for you:

Under 'Support Communities':
supportlounge is an unofficial community where many. Support -- that period should not be there.

Under 'Understanding the categories':
support_comms comes up as [Unknown LJ tag] and needs to be corrected. :)

got 'em both fixed now. :) Odd mistake, I figured I typod on the support_comms bit, but I hadn't, I messed up the lj comms tag, only one m. Anyhow, all better now.

Replying here so you don't get the guide sent back to you again. You may want to replace every instance of "Screened Answer" with "Screened Response", and include a bit on how a screened response can be approved as either a comment or an answer, whichever the priv chooses (we choose wisely :p).

Should web_ui be listed under official category journals along with support_web? It seems more like it should be linked along with howtosupport or something, so it doesn't look like Web has two official journals and everyone else just has one.

As far as I know, web does have two official journals and the other cats all have one. I'll change it if Deslea or Nyxie want me to.

In the third bullet point in the "Professionalism" section, you've linked to /suggestions/. We have a pretty Suggestions FAQ now, so maybe just tell them to read the FAQ, which covers the checking-prior-suggestions issue.

Some thoughts from an uninitiated newbie...

In the section about reviews, it would be really helpful to have some information that tells you how to find out who the category admins are. But this is definitely a huge improvement on the current support guide, I'm glad the draft was linked to from supporthelp :)

For example, "PayPal" should be properly capitalized.

Nothing much stands out as being horribly bad and needs to be changed on a scan. So yay.
