The new domain-whitelist feature

I have asked whether the whitelist used for the new spam control feature announced today could be tailored per-ctommunity and what was in it by default. Until I get an answer, I've disabled that feature for lj_dev. If you commented meanwhile and had your comment marked as spam for that reason, please link to it here and I'll review it.
