As far as your concern for #3 goes, children don't need constant supervision during play. That's too much work for parents, and children can pretty well fend for themselves, especially in a fenced in backyard like that one. Granted, I wouldn't suggest leaving them home alone for long periods of time, but for an hour or so, sure. Just check up on them every so often if you're that worried (and chances are, at that age, you won't be). I mean, I was extremely independent in my play as a child, and did a lot of things that parents would probably consider dangerous today, and hell, I got hurt, but I didn't die. Same with nearly all the other adults out there (in fact, my parents generation had a lot more freedom in play than I did). It's really not that hard to survive childhood.

I think you might have had something there when you suggested bullying, but I still don't know the whole story. Otherwise, it's just an accident. It's upsetting that it happened, but not worth making changes to laws (I know that wasn't brought up here, but it seems like it's suggested every other time a child dies of some rare accident) or cancelling the show.
