$3 billion to fight preventable chronic and infectious disease
The House Committee on Appropriations Recovery Package will be considered over the next 2-3 weeks. The package includes $87 billion to states to increase the share of Medicaid costs the Federal government reimburse; $30.3 billion to extend health insurance coverage to unemployed; $3 billion to fight preventable chronic and infectious diseases, $3.75 billion for new construction of hospitals and ambulatory surgical centers; $4.1 billion to provide for preventative care and to evaluate the most effective healthcare treatments. Funding for prevention activities will in part be funneled to the states through the CDC Health Communities Program and through the Public Health Service. Funding is also provided for increased use of Electronic Medical Records.

So consider, who benefits most from each of these nuggets? Between industry and people, and remembering that each time I count something as a win for the people, the people are paying for it anyway and get as much choice as they get....
