Well, I would suggest going back and forth between a script or outline of some sort and the images. I personally like to have a fairly solid idea in my head before doing anything, but it doesn't always work out that way. Thumbnail a lot pictures and scribble a lot of story ideas; sometimes little images you doodle can lend themselves to story points, and viceversa. Don't try to finalize anything too soon (unless you have a deadline of some sort). Sketch out characters, backgrounds, crucial points in the story...page layouts, even, so you can have an idea of how the pages themselves would look and "feel" and move the reader through the story. Again, none of these have to be too "refined" or "right", especially at first, as you're simply discovering how to best tell your story. Refining can always come later.
So, whenever you're happy with where the art and story are going and you feel you're ready to go, then just get it done! But the pre-planning is very important...it can also be the most fun part as you let yourself explore with ideas and possibilities :)
I'm not an expert, but I hope that helps a bit! :D
